Background:
The Wildlife Conservation Society (WCS) works to protect wildlife and natural habitats through a rigorous scientific approach, environmental education programs, and the management and protection of national parks. WCS has been active in Cameroon since 1988 and has been working ever since in collaboration with the Cameroonian government to establish several protected areas and to train numerous conservation managers and professionals. Currently, the WCS program in Cameroon operates in three main landscapes: the Takamanda-Mone Technical Operational Unit (UTO), the Mbam and Djerem National Park, and a vast landscape in northern Cameroon: the binational complex of the Bénoué and Bouba-Ndjida National Parks in Cameroon and the Sena Oura National Park in Chad.
To build capacity in wildlife conservation and enhance its role in the sustainable management of natural resources in the Bénoué National Park and surrounding protected areas.
In northern Cameroon, WCS, in support of the Ministry of Forests and Wildlife (MINFOF), is implementing activities aimed at strengthening conservation, stability, and sustainable development through an integrated landscape approach. The northern landscape encompasses two Technical Operational Units: Bouba-Ndjida National Park and Bénoué National Park, as well as the hunting zones adjacent to the parks.
Since 2016, WCS has received significant financial support from KfW to strengthen the binational Sena Oura (Chad) and Bouba-Ndjida (Cameroon) complex as part of the BSB Yamoussa project. Since 2021, WCS has also received support from the European Union to build capacity in wildlife conservation and expand its role in the sustainable management of natural resources in Bénoué National Park and surrounding protected areas.
Summary of the Position:
The Finance Officer reports to the WCS Northern Landscape Finance Manager.
He is based in Garoua. This position is responsible for assisting the Finance Manager in all aspect of Finance and Administration in North of Cameroon. This position is responsible for processing, recording and monitoring all the payment in WCS Cameroon (Garoua), verifying the accuracy of the documentation before processing any financial transaction and providing any information to WCS Cameroon regarding accounting practices and procedures.
Responsibilities include but are not limited to:
Accounting
· Maintaining the petty cash of the landscape ensures full compliance of all transactions
· Ensure weekly and Monthly reconciliation of the petty cash and timely replenishment
· Prepare all the financial transactions (internal and external payment) in accordance with the
WCS policy.
· Prior payment, prepare bank payment vouchers and corresponding journal vouchers (Prepayment, accruals, etc.) and submit them to Finance Manager for review and approval by Director.
· Record on weekly basis all bank payments vouchers including journal vouchers in the WCS JV template and submit them to Finance Manager for review.
· Prepare the monthly bank reconciliation and submit it to the Finance Manager for review.
· Ensure the physical and electronic archiving of the petty cash and the bank documentation
Reconciliation of the balance sheet of the general ledger accounts
· Verify and close monitors of the staff advance and provides monthly status with the recommendation proposal to undertake to ensure the timely regular cleaning.
· Verify all the accruals and prepayments to ensure that they are taken into consideration with their corresponding invoices at the end of every month.
· Participate in the preparation of the monthly accounting report
· Ensure the monthly closing of accounts
· Prepare the monthly receivable and payable reports and submit them to FM for review.
· Facilitate daily cash counts and safeguard of cash in the office
Internal Controls and Audits
· Ensure proper implementation and respect of internal control systems, WCS policies and guidelines.
· Assist with internal and external audits, as required.
Others
· Follow up the submission of the monthly timesheet of all staff before processing the salary payment.
· Perform any other duty assigned by the management.
Requirements:
· Proficiency with computers, especially common software (Word, Excel) and the Internet, is an asset;
· Willingness to travel to field sites.
· Demonstration of strong writing, communication, and presentation skills.
· Previous experience from working in complex and volatile contexts
· Documented results related to the position’s responsibilities
· Minimum of 2 years’ experience in similar position, preferably with an international NGO
· Good knowledge of accounting packages; preferably SAP
· Fluency in French and work knowledge of english are required
· Minimum of a first degree and an internationally recognized accounting or finance qualification such the ACCA, CPA, CIA, CFA etc
